The Ambassador is a respected Ecuadorian diplomat, international public servant, and advocate for the rights of people with disabilities. He has held some of Ecuador's top diplomatic and government roles for over forty years.

Gallegos was Ecuador's Minister of Foreign Affairs under President Lenín Moreno. Earlier, he served as Ecuador's Permanent Representative to the United Nations in New York from 2018 to 2020, and as Ambassador to the United States from 2005 to 2011. He has led and supported many international efforts to promote accessibility, inclusive information and communication technologies, universal design, and equal opportunities. His work has been recognized internationally for advancing human rights and social inclusion.
